CycleService Configuration

1. Set application.isSSOEnabled=true in the CycleWeb Cycle.properties file.

2. Place oidc-config.yaml on the runtime classpath.

3. Ensure that global.oidc is packaged and deployed with cycle.service.

4. Ensure that the calling user exists in OIPA and is authorized for SubmitTask on CycleService.
